Heading for Panama
The June 1826 Panama Conference of Latin American states called by Simon Bolivar, to which the U.S. was invited, provided a test for the administration of President John Quincy Adams. He had forwarded to the Senate for confirmation the names of two delegates. A coalition led by John C. Calhoun and Martin Van Buren opposed U.S. attendance, chiefly on the grounds that it broke the tradition of U.S. independence and neutrality. Several southern senators objected because some participating nations were controlled by blacks. The Senate ultimately confirmed the appointments, but in the end, it didn`t really matter. Neither delegate reached the conference before it adjourned. One died en route, and the other got only as far as Mexico.
